Final speakers, key sessions, and program details announced ahead of Doha Forum’s 23rd edition

 

DOHA, Qatar, 3 December: With Doha Forum opening on 6 December, new speakers, partners, and program sessions have been announced for the 23rd edition of the global gathering, taking place 6-7 December under the theme “Justice in Action: Beyond Promises to Progress.”

Held under the patronage of His Highness Sheikh Tamim bin Hamad Al Thani, Amir of the State of Qatar, Doha Forum will once again convene heads of state, policymakers, and global experts for solutions-focused dialogue on today’s most pressing international challenges. 

 

This year’s Forum convenes at a pivotal moment marked by intensifying geopolitical tensions, deepening humanitarian needs, and accelerating technological disruption, underscoring the need for responsible, collaborative solutions to shared global challenges.

 

H.E. Mubarak Ajlan Al-Kuwari, Executive Director, Doha Forum, said: “In a world facing overlapping crises, the call for fair, accountable, and collective governance is more urgent than ever. Doha Forum 2025 will feature distinguished speakers, from heads of state and senior ministers to global policy leaders, including: H.E. John Dramani Mahama, President, Republic of Ghana; H.E. Ahmed Al-Sharaa, President, Syrian Arab Republic; H.E. Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, State of Qatar; H.E. Nawaf Salam, Prime Minister, Lebanese Republic; H.E. Nechirvan Idris Barzani, President, Kurdistan Region of Iraq; H.E. Hakan Fidan, Minister of Foreign Affairs, Republic of Türkiye; H.E. Developed in collaboration with leading think tanks and global institutions, the 2025 program features the following confirmed sessions:

 

• The Gaza Reckoning: Reassessing Global Responsibilities and Pathways to Peace – with the International Crisis Group, examining regional and global actors’ responsibilities in conflict resolution and long-term stabilisation.

• Gulf-EU Relations in the Age of Strategic Isolation – with the Centre for International Policy Research, Konrad Adenauer Stiftung, and Gulf Research Centre, assessing shifting geopolitical dynamics and opportunities for renewed cooperation.

• Navigating Disruptions to Global Health Financing: Strategic Partnerships to Reclaim Country Ownership – with the Gates Foundation, exploring how new collaborations can strengthen primary healthcare amid significant aid cuts threatening recent gains.

• AI as a Double-Edged Sword: Strategies for Responsible Use in the Military Domain – with the Jeju Peace Institute, addressing governance gaps and rising security risks associated with AI in defence.

• U.S.–China Relations: Navigating the Risks and Opportunities of a Changing Global Order – with the Centre for China and Globalisation (CCG), exploring how intensifying competition is reshaping trade, diplomacy, and global power dynamics.

 

These additions build on the full program of strategic sessions and partnerships and reflect Doha Forum’s role in shaping actionable global dialogue.

 

The 2025 edition is expected to welcome over 6,000 participants from more than 150 countries. As a leading platform for international dialogue, Doha Forum continues to serve as a space where diplomacy meets action – advancing collaboration, accountability, and shared global progress.
