Dr Oluoch is a seasoned healthcare education administrator and reformist whose leadership at KMTC has transformed the institution into a globally competitive centre of medical excellence. With a career at KMTC spanning over 15 years, he has held several key roles, rising through the ranks to become the confirmed CEO in April 2022, following his service in an acting capacity since August 2020.

Under his leadership, KMTC secured accreditation by the Kenya National Qualification Authority, ensuring that its courses are recognised both locally and internationally, significantly boosting graduate employability and the institution’s credibility. In a landmark move to globalise the KMTC brand, Dr Oluoch led the placement of the institution’s first cohort of trainees abroad, with 19 students departing for employment in the United Kingdom in June 2025.

Dr Oluoch has also been instrumental in resolving long-standing challenges related to student indexing and accreditation by the Nursing Council of Kenya, thereby ensuring smoother progression and licensure for thousands of trainees.

A committed advocate for equitable access to healthcare training, he successfully negotiated with Kenya’s National Treasury and the Parliamentary Committee on Health to secure Higher Education Loans Board (HELB) support for KMTC students. This breakthrough enabled over 10,000 students, 6,740 of whom are continuing learners, to access critical financial assistance, reversing dropout rates and strengthening enrolment across KMTC’s 72 campuses, which collectively serve more than 54,000 students.

An avid reader and visionary, Dr Oluoch is deeply committed to preparing Africa’s next generation of healthcare professionals and building institutional partnerships that enhance capacity, quality, and international mobility.

His participation in the Africa Summit London will enrich discussions around workforce development, healthcare education reform, and talent mobility on the continent. His voice is expected to be pivotal in charting a new course for health sector transformation through education, policy, and innovation.
