H.E. Mohamed Ould Mohamed Malainine Ould Khaled, Minister of Energy and Petroleum of Mauritania, is confirmed to participate in the International Forum on African Caribbean Leadership (IFAL) 2026, taking place on 24 September at the Marriott Marquis, Broadway, New York, during United Nations General Assembly Week.
Minister Ould Khaled will contribute to the Energy & Resource Sovereignty Dialogue, which explores energy as a lever of sovereignty and infrastructure development under the forum’s broader theme, “The Global African Alliance: Reimagining Solidarity, Sovereignty & South–South Cooperation.”

Appointed Minister of Energy and Oil in August 2024, Ould Khaled previously served as Director General of the Mauritanian Hydrocarbons Company. His professional background also includes private-sector experience in mining exploration, mining logistics and industrial businesses, as well as senior international commercial positions with Texas Instruments in Europe and China.
In 2026, his portfolio has included engagement on major energy projects and cooperation with international financial institutions. In June, he held discussions with a joint World Bank and African Development Bank mission on strengthening cooperation in the energy sector and accelerating ongoing projects.
His participation places Mauritania’s energy-sector perspective within IFAL’s wider dialogue on sovereignty, investment and sustainable infrastructure development.
