Dr Armando Manuel, Chairman of the Board of Directors of Fundo Soberano de Angola (FSDEA), Angola’s sovereign wealth fund, has been named recipient of the African Sovereign Wealth & Strategic Investment Leadership Excellence Award 2026 at the International Forum on African-Caribbean Leadership (IFAL), held on 24 September at the Marriott Marquis, Broadway, New York, during United Nations General Assembly week. The recognition was conferred during the forum’s Recognitions & Awards presentation, hosted by African Leadership Magazine.

The award reflects Dr Manuel’s long-standing contribution to sovereign asset management and strategic investment policy in Angola and across the continent.
Dr Manuel was the founding Chairman of FSDEA when the fund was established in 2012, and returned to the role in December 2023 following senior appointments at the International Monetary Fund and the World Bank. Between his two spells at FSDEA, he served as Angola’s Minister of Finance from 2013 to 2016, and had earlier served as Secretary for Economic Affairs to the President of Angola. He is also Chairman of the Board and a Non-Executive Director of the Trade and Development Bank Group, and serves as Advisor to the President of Angola at the Economic and Social Council.
IFAL is a flagship event of the African Leadership Magazine, convened annually on the margins of the United Nations General Assembly. The forum brings together heads of state, policymakers, investors and private-sector leaders from Africa and the Caribbean to strengthen trans-regional cooperation, trade and investment.
