Mrs Annick Tohé Lasmel, Director General of the Fonds d’Entretien Routier (FER), Côte d’Ivoire, has been honoured with the Special African Public Service Excellence Award at the 2026 International Forum on African-Caribbean Leadership (IFAL), held on 24 September at the Marriott Marquis, Broadway, New York, during United Nations General Assembly week. The recognition was conferred during the forum’s Recognitions & Awards presentation, hosted by African Leadership Magazine.

The award recognises Tohé Lasmel’s governance reforms at FER, Côte d’Ivoire’s national road maintenance fund, since taking charge of the institution.
Tohé Lasmel was appointed interim Director General of FER in November 2021, having previously served as the institution’s Director of Quality, and was confirmed in the role in June 2022. Under her leadership, FER has strengthened financial governance, reduced outstanding debt and advanced major toll and road-maintenance infrastructure projects, work recognised with the 2024 Governance Encouragement Prize at Côte d’Ivoire’s public enterprise governance excellence awards.
IFAL is a flagship event of the African Leadership Magazine, convened annually on the margins of the United Nations General Assembly. The forum brings together heads of state, policymakers, investors and private-sector leaders from Africa and the Caribbean to strengthen trans-regional cooperation, trade and investment.
