Dr Armando Manuel, Chairman of the Board of Directors of Fundo Soberano de Angola (FSDEA), has received a Special Congressional Commendation, presented in conjunction with the 2026 International Forum on African-Caribbean Leadership (IFAL), held on 24 September at the Marriott Marquis, Broadway, New York, during United Nations General Assembly week, in addition to his African Sovereign Wealth & Strategic Investment Leadership Excellence Award 2026.

The commendation recognises Dr Manuel’s decades of contribution to sovereign asset management, public finance and economic policy in Angola.
Dr Manuel is Chairman of the Board and a Non-Executive Director of the Trade and Development Bank Group and serves as Advisor to the President of Angola at the Economic and Social Council. He previously served as Angola’s Minister of Finance from 2013 to 2016 and held senior appointments at the International Monetary Fund and the World Bank before returning to lead FSDEA in December 2023.
IFAL is a flagship event of the African Leadership Magazine, convened annually on the margins of the United Nations General Assembly. The forum brings together heads of state, policymakers, investors and private-sector leaders from Africa and the Caribbean to strengthen trans-regional cooperation, trade and investment.
