He has also been a vocal advocate for creating trustworthy, bankable markets across Africa to maximise global capital inflows.
Before his appointment as Executive Governor, Mr Saamoi enjoyed a distinguished 25-year career in commercial banking, most notably serving as Chief Executive Officer of International Bank (Liberia) Limited until May 2024. He began his professional journey as a commercial banking intern in 1998 at the Liberia Bank for Development and Investment (LBDI) and rose through the ranks to become one of the nation’s most respected financial leaders. He was designated Acting Governor in July 2024 and officially confirmed as Executive Governor in February 2025.
In addition to the ALM Top 40 African Finance Leaders recognition, Governor Saamoi’s visionary leadership has attracted prominent international acclaim, including an official commendation from the U.S. State of South Carolina for his dedication to public service and economic development.
The African Business Leadership Awards recognise outstanding individuals and organisations whose leadership, innovation, and commitment to excellence are shaping Africa’s economic transformation and sustainable development.
